Given the law 23 August 1988, n. 400;
Given the decree-law 23 February 2020, n. 6, on "Urgent measures for the containment and management of the epidemiological emergency from COVID-19" and, in particular, art. 3;
Given the decree of the President of the Council of Ministers 23 February 2020, containing «Implementing provisions of the decree-law 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 45 of the 23 February 2020;
Given the decree of the President of the Council of Ministers 25 February 2020, containing «Further implementing provisions of the decree-law 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 47 of the 25 February 2020;
Given the decree of the President of the Council of Ministers on 1 March 2020, containing «Further implementing provisions of the decree-law 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 52 of 1 March 2020;
Given the decree of the President of the Council of Ministers 4 March 2020, containing «Further implementing provisions of the decree-law 23 February 2020, n. 6, laying down urgent measures regarding the containment and management of the epidemiological emergency from COVID-19, applicable throughout the national territory ", published in the Official Gazette no. 55 of the 4 March 2020;
Given the decree of the President of the Council of Ministers 8 March 2020, containing «Further implementing provisions of the decree-law 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 59 of 8 March 2020;
Considering that the World Health Organization the 30 January 2020 declared the COVID-19 outbreak a public health emergency of international concern; Given the resolution of the Council of Ministers of 31 January 2020, with which it was declared, for six months, the state of emergency on the national territory relating to the health risk associated with the onset of pathologies deriving from transmissible viral agents;
Considering the evolution of the epidemiological situation, the particularly widespread nature of the epidemic and the increase in cases on the national territory; It was considered necessary to extend the measures already provided for by art to the entire national territory. 1 of the decree of the President of the Council of Ministers 8 March 2020;
Considered, Furthermore, that the supranational dimensions of the epidemic phenomenon and the involvement of several areas on the national territory require measures aimed at ensuring uniformity in the implementation of prophylaxis programs developed at international and European level;
At the proposal of the Minister of Health, after hearing the Ministers of the Interior, defense, economy and finance, as well as the Ministers of Education, of justice, infrastructure and transport, university and research, agricultural, food and forestry policies, cultural heritage and activities and tourism, of work and social policies, for the public administration, for youth policies and sport and for regional affairs and autonomies, as well as having heard the President of the Conference of Presidents of the Regions;
decree:
Art. 1
Urgent measures to contain the contagion throughout the national territory
1. In order to counter and contain the spread of the COVID-19 virus, the measures referred to in art. 1 of the decree of the President of the Council of Ministers 8 March 2020 they are extended to the entire national territory.
2. All forms of gathering of people in public places or places open to the public are prohibited throughout the national territory.
3. The letter d) dell'art. 1 decree of the President of the Council of Ministers 8 March 2020 is replaced by the following: «d) sporting events and competitions of all types and disciplines are suspended, in public or private places. Sports facilities are usable, behind closed doors, only for athletes' training sessions, professionals and non-professionals, recognized of national interest by the Italian National Olympic Committee (CONI) and their respective federations, in view of their participation in the Olympic Games or national and international events; only sports events and competitions organized by international sports organizations are allowed, inside sports facilities used behind closed doors, or outdoors without the presence of the public; in all such cases, sports associations and clubs, by means of its own medical staff, are required to carry out the appropriate checks to contain the risk of spreading the COVID-19 virus among athletes, the technicians, the managers and all those accompanying them who participate; sports and motor activities carried out outdoors are allowed only on condition that it is possible to allow compliance with the interpersonal distance of one meter;».
Art. 2
Final provisions
1. The provisions of this decree take effect from the date of 10 March 2020 and are effective until 3 April 2020.
2. From the effective date of the provisions of this decree, the measures referred to in the articles cease to produce effects 2 e 3 of the decree of the President of the Council of Ministers 8 March 2020 where incompatible with the provision of art. 1 of this decree.
